Background

Randal S. Forbes is a 1986 graduate of the Indiana University Law School and is a member of the National Organization of Social Security Claimants Representatives.  In 1983, he graduated magna cum laude from DePauw University, majoring in political science and history.  In 1979, he graduated magna cum laude from John Adams High School in South Bend, Indiana.

INDIANA OFFICE OF THE UTILITY CONSUMER COUNSELOR

Assistant Consumer Counselor, 1989-1993. 

The Office of the Utility Consumer Counselor is the state agency charged with representing the rate paying public before the Indiana Utility Regulatory Commission, the Indiana Department of Transportation, the Indiana Department  of Revenue, State and Federal Courts.  During his tenure, Mr. Forbes litigated electric, gas, water, waste water, telephone, steam, railroad, and motor carrier cases.  In addition, he helped to coordinate the agency's relationship with the Indiana Department of Environmental Management, participated on the agency's behalf in the "Governor's Forum on Indiana Coal Development," the "Governor's Economic Development Conference" and the regulated utilities work group of the "Indiana Energy Policy Forum."


  U.A.W. - GM and CHRYSLER LEGAL SERVICES PLAN

Staff Attorney, 1987-1989.
The UAW Legal Services Plan is a pre-paid legal service plan for eligible employees and their families.  During his tenure, Mr. Forbes primarily practiced in the area of real estate, domestic relations and consumer law.  He was also a member of the region's real estate committee.

  SUPREME COURT OF INDIANA

Law Clerk for the Honorable Roger O. DeBruler, Associate Justice, 1984-1987.
During his tenure, Mr. Forbes conducted legal research on civil law issues and on a wide range of criminal law issues, including death penalty issues.
